I fitted some flat clips, I think they call them spire clips, hold the point of the screw with pliers and then tighten the clip up to the dash to form a " spike" with the screws. Now offer up the cowl, I had to enlarge the holes slightly to get a good fit. Now take another spire clip and screw down tight onto the screws.
