First, I put the slatted tray on top of a regular cat litter pan which I lined with a large pee pad, then I put pine pellets in the regular lined litter pan. I put the Tidy Breeze pellets on the top of the slatted pan. The urine goes through the Tidy pellets and gets absorbed into the pine pellets.
